Hogpen Creek Dependent Special District was created by the City Council of Jacksonville, Florida pursuant to City of Jacksonville Ordinance 2023-146 E and Section 189.02, Florida Statutes as a depended special district for the purpose of maintaining the creek system where Hogpen Creek connects to the Intracoastal Waterway.

The express duties of the HCDSD are to reclaim the navigability of our canal system and then maintain the navigability of our canal system through routine dredging of the waterway, funded by non-ad valorem assessments.
